Default perfect and near perfect blues

i got a question that must be answered, AND i know you all are expert GW nuts! anyways ive seen quite a few perfect near perfect blue shields swords etc. so the question i have is where are these comin from?

ive seen 2 blue darkwing defenders for sale one was +30 -2 stance req8
one was -5 19% +30. now i play ALOT but how is this all shakin out? simply modded or are these dropping as is?

any help would be great.

Darkwing Defenders are from Eye of the North. You can always put on inscriptions and shield handles to make it appear perfect.

Requirements are randomly generated upon drop.

All mods can be replaced, all inscriptions can be replaced (in NF and GWEN anyways). Therefore, R8 armor 16 shield is all that is required.

i understand the whole modding thing. but what i dont understand is the obscene prices these things are bringin. ive seen a +30 -5 19% for 100+xx. maybe im missin the boat? cause if all it takes is req8 then ill be bombin the sell forumns with blue 16/8's all day long. i know in the passed there has been truley unique rare blues but these arent as far as i know. anyways, i thought it was an interesting topic.

req8 inscribable weapons are fairly difficult to get, especially the good skinned ones. That's why they're going for so high.
